About This Survey

Each year, the Metropolitan Council surveys group quarters facilities to determine the number of residents in each facility. Group quarters include group homes, residential treatment centers, college dormitories, nursing homes, and other kinds of nonstandard housing arrangements.

These counts are a key input into the Council’s annual population and household estimates for the seven-county Twin Cities region (governed by Minnesota Statutes 473.24), which are used to determine local government aid (LGA), local street aid, and other aid to local government.

Accurate data on group quarters helps ensure that each community gets its fair share of state funding.
